2021 National Paper Bargaining Conference


The 9th USW Paper Sector Bargaining Conference to be held virtually July 20-22, 2021.

This is the Conference where we set forth our bargaining and safety agenda and build our work plan for the next two years.

The virtual Conference is free and open to all USW Local Leaders and Staff Representatives in the U.S. Paper Sector.

Our theme for this year’s Conference is “Nothing Can Stop Us” because, despite the challenges that the COVID-19 pandemic presented over the past year, our Local Leaders and Staff never stopped working to serve the membership, building solidarity, adapting to limitations around virtual bargaining and grievances, and overcoming countless other situations.


Registration for the conference is open as of Wednesday, June 9, 2021.

Each Local Union has been assigned a voucher code that is unique to the Local. If you are a unit of an amalgamated Local, your voucher code will be the same as that of the amalgamated Local Union.

The first two days, July 20 and 21, will consist of workshops and plenary sessions, and both days will end with a unique Town Hall Event relevant to the Paper Sector.

The last half-day, on the 22, will begin with an additional plenary presentation, and will be followed by presentation of this year’s recipients of the Boyd D. Young Safety Award, and conclude with setting the National Paper Bargaining Policy and safety action plan Making and Converting Paper Safely.


Conference attendees will participate in a total of six workshops throughout the first two days of the Conference.

The workshop sessions will provide training around health and safety issues, bargaining, building new union activists, the USW NextGen Program, and uniting all around the founding principles of our Union.

Additionally, an organizing workshop track will be offered, consisting of three internal organizing workshops. Participants who are interested in the Internal Organizing track should plan to take all three workshops in sequential order.

Upon registration, attendees will be prompted to pre-select the workshops in which they choose to participate.

Once the registration is submitted through the event website, registrants will receive a confirmation email to the submitted email address. The confirmation email will contain a link to the individual registration that can then be used to make workshop selections (or edit workshop selections later if the selections are not made at the time of registration).

Participants are encouraged to select their workshops upon registration, or as soon as possible afterwards, due to potential capacity limitations.

Town Hall Events

In conjunction with year’s conference, we will also hold two Town Hall events during the evenings of the first two days of the conference. The Town Halls are optional and have a separate registration system.

Please note that you do NOT need your Local’s voucher code to register for the Town Halls and you do not need to be a participant of the full Conference to attend either event.
