 Lloyd Walters

District 9 Co-Director

Between 1961 and 1970, District 9 Co-Director Lloyd Walters played a role in four separate mill startups. In each, he participated in a successful drive to organize the workers at the mill. Walters served as local president in three of the locals formed during the startups, including United Paperworkers International Union (UPIU) Local 680 at Westvaco, Inc., in Wickliffe, Ky., where he served as president from 1970 to 1980.

 

In 1981, Walters was appointed to the UPIU staff, where he was assigned to the International President on special projects, and serviced local unions in pulp and paper mills and industries that manufacture corrugated containers, envelopes, bags and cement products. Both as a local union leader and as a representative, he led or assisted in over 20 successful organizing efforts.

 

In 1996, Lloyd was elected Director of UPIU Region VII, which became PACE Region VII in 1999 when UPIU merged with the Oil, Chemical and Atomic Workers to form the Paper, Allied-Industrial, Chemical and Energy Workers. He was re-elected in 2003, and became Co-Director of USW District 9 on March 1, 2006. He serves on the union's Organizing Task Force, as vice president of the Southern Association of Pulp and Paperworkers, and oversees airline industry bargaining.
