Illinois Governor Has Two Sets of Books Created to Divert Union Fees

Republican Illinois Governor Bruce Rauner isn’t waiting for the legislature to enact Right-to Work (for less).  No, through executive order, Rauner has instructed state government departments to stop forwarding fair share fees from non-member state employees to the unions charged with protecting them.   In fact, Rauner’s general counsel commands departments to create two sets of books: one with the “proper pay” and one that reduces the worker’s gross pay by an amount equal to what is normally paid in the fair share fees.
