- October 01, 2009 District 2 Director, Michael Bolton Michael Bolton, Director of USW District 2, began his career in 1976 in Marshalltown, Iowa, where he was a machine operator for Packaging Corporation of America (PCA). There he became active with the United Paperworkers International Union (UPIU), and in 1987, Bolton became a union staff member.
